The Ukraine NowPop dashboard is a visualisation tool to explore population estimates for 1,138 hromadas in Ukraine by age and sex groups from February 2023 to November 2025. Those estimates were produced by the NowPop team at the University of Oxford, in collaboration with WHO Ukraine.
These estimates are derived from aggregated and anonymised mobile phone data from Vodafone combined with baseline hromada-level population totals from the Statistics Service of Ukraine, monthly border crossing , age-sex demographics of Ukrainian with temporary protected status in neighboring countries and age-sex demographics of Ukrainian returnees. The Vodafone data represent counts of Vodafone subscribers in Ukraine whose home locations were in each hromada each month, and counts of subscribers who had moved between hromadas each month.
The NowPop team developed a bespoke rapid-response methodology to estimate population sizes and flows among hromadas each month based on estimating and updating Vodafone penetration rate.
No population estimates were included for Crimea, Sevastopol, Donetska and Luhanksa as well as an additional 103 hromadas because Vodafone mobile phone data were not available from these areas of Ukraine consistently through time
Missing subscriber counts were imputed for hromadas (n=3) with three or fewer consecutive timesteps of missing data by using the last observed timestep. Hromadas that had more than three consecutive missing timesteps were removed from the scope.
The “home” location of Vodafone subscribers is defined based on their most frequent nighttime location over the three-month period prior to our population estimate reference date. This does not capture sudden short-term changes of location.
